Six‑month blocks tied to program participation; support for finance, compliance, and ethics.

Incubation → Expansion

3-year protected incubation, then 3-year scale-up to corporate discipline and export readiness.

Phase 3 – Integration (18–36 months)

National coverage; companies enter expansion; export‑ready cohorts formed.
